Yes, i have tracked down the same bug with the wrong urlbase parameter in the default installation of Bugzilla 2.22.1-2
Instead of './cgi-bin/bugzilla/' in the /etc/bugzilla/params file it must called '/cgi-bin/bugzilla/' without the leading dot. Thorsten Rißland
