I don't yet see the problem with DNS: dario.dodds.net. resolves to the IP given in the log excerpt, so cups seem to have been able to resolve it. Thus the 403 might just have a different cause, like the ACL being in a wrong place? Can you please attach your complete cupsd.conf?
