The upstream developer says such a regression is not expected. He wants to know whether you upgraded xkb-data at the same time. Or did you just upgrade xserver-xorg* things? /var/log/dpkg.log or /var/log/aptitude should help you figure this out. Downgrading xkb-data to the one in testing (1.0~cvs.20070721-1 instead of 1.0~cvs.20070916-1) might be worth a try.
