php-db (PEAR::DB) is in Recommends. Why not in Depends?
Because you can use Horde without database (when you choose
[None] in "What database backend should we use?").
Please examine carefully all Recommends when you install a
package (some utils install all Recommends packages by default).
Extract of Debian policy:

Depends
This declares an absolute dependency.

Recommends
This declares a strong, but not absolute, dependency.
