Yes, please do so. Otherwise all this effort to close the bug by
packaging the dependencies would be in vain.
Another possibility might be that you include the needed parts of
JempBox in the JabRef source -- but in source form and compile
when building JabRef.
But just using the JempBox Debian Package would be better of course.
