I just tagged this bug with wontfix and patch: debian does not upgrade its programs during a release unless some security bugs need to be corrected (and only theses bugs are corrected in the old version : new versions are not used).
In case of this package, I regulary upload updated package for etch in the backport repository. So etch users can find new versions of mercurial here. Theses packages are linked from http://packages.debian.org/mercurial (etch-backports) I do not close this bug so that users can find it easily while etch is still the stable release.
