The variables CHECK_RCPT_REMOTE_LOCALPARTS and
CHECK_RCPT_LOCAL_LOCALPARTS have a specification that is not entirely
RFC 2822 compliant.

They prohibit the use of meta characters such as '&%#' in the email 
address which is correct but does not allow them to be included when
the local part is quoted. For example:

        tom&[EMAIL PROTECTED] <- not RFC 2822 compliant
        "tom&jerry"@debian.org <- is RFC 2822 compliant

The included regular expression blocks both.
