debhelper, devtools, etc., and I don't know if dak does as well.  But
thinking about it, I'm guessing dak doesn't, so if dpkg-dev already
supports it, maybe we can just add it to Policy and let everything else
cope from there.  It's basically like wrapped lines: as long as something
is canonicalizing debian/control when generating the other control files,
the pieces of software we have to deal with are probably fairly limited.
