I investigated it and the problem is...
Due to lack of space on my /usr filesystem I've moved /usr/share/doc into
another filesystem then I've created a symlink:
/usr/share/doc -> /var/cache/apt/usr-share-doc
additionaly:
/usr/share/doc/cupsys/online-docs is a symlink to ../../cups/doc-root
which effectively points to /var/cache/apt in my case.
(above data should be sufficient to reproduce, that's why I removed the tag)

Well, I was surprised with this semantic (and I know what I would ask about
if I would recruit sysadmin next time :>).

It would be nice if you could change online-docs symlink from relative to
absolute, but I wont insist if you just close this bug.
