apticron sleeps for up to one hour in /etc/cron.daily/apticron. This causes other scripts to be delayed by a long time, and makes testing your package with piuparts a PITA ;) One could consider that script execution is already randomized by the different timezones. Also, it's randomized by the other scripts that ran before that one.
