I agree to that. Thats why i reported a wish list item for dpkg a while ago, that I would like to see a on-demand-installation during configuration stage. It should be much better to just implement it into dpkg but then again it is not, because dpkg is not able to fetch packages. So: Eventually call apt(itude|-get) nevertheless? Uh, it would make things a lot easier, if apti(itude|-get) and dpkg would be glued together more tight.
