While dates displays all-day events as, well, an event that starts at 0:00 and ends at 0:00 next day, it seems like nothing special. But most of the time, these types of events are different and are therefore treated differently by evolution (display-wise) for example. Some sort of toggle would be nice. Moreover, when you try to edit and all-day event and try to give it a more specific time interval, it will not work. The time is not changed, so it is also not possible to transform an all-date event (which for me sometimes codes for 'happening-this-day-but-time-interval-not-known-yet') into a time-specific event.
