That's a valid point.  We don't know the version of tex-common at the
time the bug was reported, and there actually were versions of
tex-common in testing which were incompatible with the still-existing
tetex packages.  And it's the combination of tex-common and newer
texlive (AFAIR) which switches to the engine-specific subdirectories.

If I'm not mistaken, that was with the release of texlive 2007.

I think all that needs to be done is to fix the dependencies of ptex-bin
and ptex-base.
