Hi, I also think such a list would be very useful to have and have many happy subscribers :)
IMO it would also be enough, if it had the same restrictions as
debian-devel-announce: every DD can post signed mails there (and therefore
DDs can also sign+post someone elses mails). Should hopefully be easy to
implement and DDs should be responsible enough not to abuse
debian-edu-announce.
