No.  According to apt-file, the files under update.d are part of the
resolvconf package itself, even though there names clearly relate them
to other packages.

I don't know whether this means the earlier fetchmail install "should"
have left a file.  From my perspective, it is very awkward that it
didn't.

I should also note that I customized the ppp up fetchmail script so
that it would start up when the connection was made.  However, I left
the existig logic--the don't run if resolvconf is present--intact.
