Why would you want to check for directories instead of programs? The way to check if a package is removed but not purged is to check if its executables (or other *files*) exist, not if a directory exists. The admin may have placed some files of their own in the directory, and in that case a removal will *not* remove the directory (because it's not empty); if in that case you check the directory exists, later calls to the executables will fail because the package is actually removed.
