'-qN' or '--quality=N'      quality. N is a number from 1-10 (see 'man
oggenc')

Quoting dir2ogg source code:
es = os.system('oggenc -q3 "%s"' % self.songwav)

(Note that python also offers more robust ways of calling external
commands, that are especially not as dangerous wrt file name attacks.)

dir2ogg should also properly stop when Ctrl+C is pressed sometime.
