The debian/copyright file for gwc states:
"The program is under the General Public License version 2."
However, if you look at the source code, gwc in fact seems to be under
version 2 or (at your option) any later version. For example, the file
gwc.c states:

* modify it under the terms of the GNU General Public License

Every other file that mentions the GPL uses the same language, as far as
I can tell. There are some other non-GPL files from the Cephes library
and the meschach library, but they seem to be under simple permissive
licenses that are compatible with any GPL version.
