reportbug-ng doesn't reflect the interface when the locale is a bidi one. At least when it's Hebrew. The expected behaviour is when running reportbug-ng as:
LANGUAGE=he_IL reportbug-ng
the interface should be reflected and all the items should be send in their reverse order compared to their "normal" Left-To-Right direction.

For the Hebrew translation to be useful[1] the interface must be reversed when the environment specifies such a locale. This is usually done automatically by the toolkit if the layout of the ui was done in a way the toolkit can recognize.

[1] And not just Hebrew, any other bidi language as well: Arabic, Farsi and some others I don't know about.
