That looks like the wrong patch, based on later conversations in the bug
log, especially https://wwws.clamav.net/bugzilla/show_bug.cgi?id=564#c9
The problem is fixed in another (better?) way in 0.91rc2, but the
patch submitted is for clamav-0.90.3 and fixes the long startup of
clamd/clamscan.
