After symlinking all /usr/share/request-tracker3.4/lib/RT/I18N/*po from /usr/local/share/request-tracker3.4/po, apache started again and I was able to use the webinterface again. The preferences funnily listed German, Englisch, Italian /and Czech/ as possible languages. Choosing czech failed of course with a bad error: "Can't locate object method "new" via package "RT::I18N::cs" at /usr/share/perl/5.8/Locale/Maketext.pm line 263." I use apache1 with mod-perl and postgresql.
