I suspect the source of this bug is the fact that fontconfig is unpackaged but not yet configured when ttf-dejavu is configured by dpkg. I suspect this must be fixed either in fontconfig, making sure it isn't hooking into defoma before it is configured, or in defoma, by letting it depend or recommend the fontconfig package to make sure fontconfig is configured before defoma, and thus before all fonts depending on defoma.
