Why do you have installed mod_suphp when using mod_php4? suPHP is for CGI 
execution of PHP, and the directive producing the error is only parsed if 
suPHP is loaded.

The suPHP_Engine directive has been introduced because of #287897 
(http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=287897&archive=yes).

Using Apache2 and and PHP5 CGI, everything works fine. Perhaps, this is an 
Apache bug?
