Ok, granted: the Freedesktop Icon specs indeed doesn't allow JPG:

The supported image file formats are PNG, XPM and SVG. [...] not
recommended that new themes use XPM files. Support for SVGs is optional.

This would be another way of locating appropriate icons: checking for
a .desktop file containing an Icon= statement.
