I wanted to install the kadmind also on my slave kdcs, so I could quickly change a slave to a master. But I needed a way to prevent the start of the daemon on my slave servers and noticed that there already is an option in /etc/default/krb5-admin-server which can be altered by running dpkg-reconfigure.
