Hi!
While trying to fix #233403 in blosxom I stumbled upon a pretty nasty
problem with Time::localtime which bit me for a while until I figured
out the culprit: the overridden localtime() function is expected to
return in its 9th argument $isdst (is daylight saving's time?) but it
always returns 0 for that.
I got rid of using Time::localtime for that package, but pretty please
get that fixed so others aren't going to look around for the culprit
again.
