It never made any sense to depend on tetex-base, anyway (except for a
view theoretical special cases which don't apply here). But now,
tetex-base is an empty transitional package which depends on nothing
(and has the sole purpose of replacing old tetex-base's buggy postrm
script).
The only reason why this bug isn't RC is that latex-xcolor pulls in the
necessary dependencies (and much more than that, but that's a separate
bug).
