The following setting works for me:
Pattern:
"^#[0-9]{5,6}."
Action:
konsole -e links http://bugs.debian.org/`echo %s | sed 's/\#//g'`
Even though I'm running Klipper 4:3.5.7-1, if I remember correctly,
this setting is present into my actions list several time ago.
