I just want to commit that anywhere in the change from teTeX 2.0.x to
teTeX 3.0.x or now to texlive which I'm using now the situation in
fact increased and I can confirm that running pdflatex three times
works nor for me (which was not the case at the time when I reported the
bug). So if you ask me the bug can be turned in a wishlist bug
at least or even closed by just adding this fact to the docs.
