I tested.  When usplash is installed, the lsb functions change
behaviour, and the message is not displayed.  You can test this
yourself by installing the package and then running
'/etc/init.d/cpufrequtils start'.  I guess this is ok, but not quite
what you intended.  I'm fine with it, but see that it can be a bit
misleading to mark loading of the ondemand governor as OK when in
reality nothing was done.

I'm not sure how to best solve it, though. :)
