I created another user, I closed all instances of Eiphany and ran it as as the new user (through gksu) and I still get the same behavior. I know for sure that it ran as the new user, because it was using the default GNOME theme, as it couldn't connect to the session manager to retrieve my GNOME theme and other settings.
