The repository is at http://pkg-logwatch.alioth.debian.org/apt/. sid got logwatch 7.3.6-1, (and then I've reuploaded 7.3.6-1 to sid-uploads). However reprepro does not delete 7.3.1-5 despite the fact that this version is no longer needed. I then tried to remove logwatch from sid and sid-uploads, (this is not the uploaded state) so $ reprepro list sid logwatch produces no output.
