An interim solution could be to translate the entity separately.

Well, the Xml module is quite generic, but needs to be configured. This is
what the Docbook module does. If you have a look at
/usr/share/perl5/Locale/Po4a/Docbook.pm, you will mostly notice
collections of tags.

If you mean that these collections of tags can be derived from an XML
DTD/schema, this is maybe true, but no work was done in that direction
at this time (that would be nice).
