I'm involved with some upstream PHP projects, and I know of the difficulties that there currently are in just maintaining compatibility of every new release of PHP that changes things. I'm therefore quite wary of distributions adding another vector over which possible incompatibilities could be introduced. I've seen some reports of those applications that stopped working when used with suphp, so I'm not that enthousiastic. But I'll do some more research and experimenting with this patch and a set of PHP applications, and see whether it's something to worry about or not.
