Xfce has its own preferred apps accessible via exo-open which is in
libexo-0.3-0.

exo-open --launch WebBrowser http://www.debian.org/
for instance.

It has a little GUI applet which stores those preferences away too.

I'm not sure it's worth you support exo-open specifically though; but
maybe trying x-www-browser if the gnome configured value fails would be
neat.
