Indeed the INSTALL.gz file mentioned in debconf templates for mnogosearch-common should be added to that package.
I suggest the creation of debian/mnogosearch-common.docs with this
file listed there.
About storage.txt, the file desn't exist at all so I suggest removing
the offending paragraph in the debconf templates. For the sake of
${DEITY} DO NOT reword the bloody templates. Just remove that
paragraph or translators will be tempted to physical assault...:-)
