With system partition, you mean a local partition, right?
If so, it is intended that non-root users are not allowed to mount these
partitions. If you want to allow that, add the partition to /etc/fstab
and add the "user" option.
We were discussing of using PolicyKit together with hal, which would
allow to dynamically grant root access (after authorization), but
PolicyKit is too much in a flux atm so we decided to put this on hold
until PolicyKit has matured.
