The interdependencies between individual texlive packages are provided by upstream, which generally do not support upgrading. This means that we either have to accept this problem, advising people to not do partial upgrades. Or we have to add code in our packaging scripts; adding versions to the depends of a particular package (like tl-lang-polish in this case) would probably be *very* hard, so this would mean to have something like ( > $upstream_version) for each and every dependency of a texlive package on an other texlive package.
