this might only be a configuration issue. From gitweb.perl (1.4.4.4-2):
# Enable the 'snapshot' link, providing a compressed tarball of any

# $feature{'snapshot'}{'default'} = [undef];
using git version 1.5.1.4 (from unstable) I have snapshot links without
any configuration. Looking at the source of 1.4.4.4, it was there, too.
