This is the relevant part of the hal spec:

power_management.can_suspend (bool)
If suspend support is compiled into the kernel. NB. This may not mean
the machine is able to suspend successfully.


What does "cat /sys/power/state" say on your system?
If it lists "mem", then hal is working according to it's spec and this
bug should be closed.
