The behaviour it's complaining about is the way that most (if not all, can't remember) existing implementations will immediately deconfigure the link local address if they get another address, ignoring the disruption this causes to existing network use. Section 1.9 says: | For these reasons, a host SHOULD NOT have both an operable routable | address and an IPv4 Link-Local address configured on the same interface. and then goes goes on to discuss procedures for phasing out the link local address, including a MUST requirement to stop advertising it.
