Bug#421317: bzrtools: shipping /usr/lib/python2.4/site-packages/bzrlib/plugins/bzrtools prevents bytecompiled modules to be used

Package: bzrtools
Version: 0.15.4-1

The solution given to #384905 prevents bytecompiled modules from being
used, which may or may not be a violation of the Python policy.
