I have a new suspect: CONFIG_ACPI_PROCFS. Battery status is working now with this option enabled (although I now run 2.6.21).
From the Kconfig:

Procfs interface for ACPI is made optional for back-compatible.
As the same functions are duplicated in sysfs interface
and this proc interface will be removed some time later,
it's marked as deprecated.
If you can confirm that it uses this interface, I think this bug can be
closed, or perhaps better changed to a wishlist to make sure HAL migrates
away from it soon.
