That is not enough. With these depends and conflicts, apt could unpack texlive-extra-utils/2007 while texlive-pdfetex is unpacked (because they don't conflict), which I suppose would fail (because I suppose that epstopdf is shipped in the same path in both packages). The dependency you cited only ensures that texlive-extra-utils/2007 will be *configured* after texlive-common/2007 is configured.
