Thanks for spotting this. The unstable machine I tested this on had no
doc-base installed and the real-world machine's doc-base was older so
did not prevent installation.
I'll upload a new package once #419849 is fixed, as this would make a
newly uploaded package broken. Until that removing doc-base before installing
and reinstalling it afterwards seems to be a working work-around.
