linda 0.3.11 is complaining that a binary file (vips-7.10) doesn't
have a manual page when it really does.  I would guess (without having
looked into it) that this has to do with the .10 in the filename.  In
any case, the current version of libvips-tools can be used to
reproduce this problem.
