That's a known problem - it's waiting on a buildd upload. But here I have libc6 2.5-1 and locales 2.5-1 installed - just rolling back from -2 for locales was enough to get that working again. So, hmm. What has changed in the new libc that breaks pdftops, I wonder? I'll try to get you a good stacktrace (as a wishlist item, can you consider shipping a -dbg package when the new version is ready?).
