It uses "fgconsole --next-available" to see how many consoles there are. This just gives the next console that isn't used, and has nothing to do with how many consoles there are. If you want to add more consoles, you typicaly skip 7 because gdm/xdm/whatever will want to use that. But that means that everything higher then 7 won't be setup.
