Er, Martin is doing analysis across the entire Debian archive that is
mostly automated.  It would take significantly more time and effort for
him to individually track down the appropriate upstream bug-reporting
address for hundreds of packages on which he's doing automated QA, as
opposed to leaving it to the maintainer who already knows how to do this.
Martin's goal here is not to improve individual packages; it's to get the
entire Debian archive in shape for the transition to gcc 4.3.

These sorts of archive-wide QA efforts are common, and it really is the
responsibility of the package maintainers to forward the information
upstream as appropriate.
