Because that is the wrong thing to say.

I have no desire to compile, and subsequently maintain, a list
of mailers and versions thereof that do or do not comply to the
standards. I do not see you standing up to the task ewither, and you
seem to be passionate about it.
The right thing to say would be to specify what the voting
system will accept. The developers ought to be able to figure out
what software to use to meet that, or to figure out if their
particular MUA conforms or not. This way there is no prescription of
software to use from up on high.
